Legislation under the Energy Performance of Buildings Regulations 2007 requires that air-conditioning systems or combinations of systems rated at 12kW output or greater must be inspected by an Energy Assessor and you are obliged to have a copy of the subsequent report attached to your building log book.

The ‘Department of Communities and Local Government’ (DCLG) has appointed ‘Building Engineering Services Competence Accreditation’ (BESCA) to operate an accreditation scheme. This includes the long term retention of the energy reports which will be created by Energy Assessor(s) acting on behalf of building owners and operators.

These inspections must only be carried out by an accredited Air Conditioning System Energy Assessor (ACSEA).

Two target dates for the inspection of air-conditioning systems have been set by the Department for Communities and Local Government (DCLG):

  • Systems with a net output of 250 kW should have been inspected by 4th January 2009.
  • Systems between 12 kW and 250 kW, which will usually be more simple design, will need to be inspected from 4th January 2011
  • Any new air-conditioning system over 12kw must have an energy assessment supported by a report and will need to be inspected within 5 years of completion of the installation.

If you are unsure which category you fall into please contact us and we will be happy to advise.

Should you require further information on the above or wish to discuss your requirements for energy assessment please do not hesitate to contact our offices and we will be happy to assist.
